The parking expansion at Mount Rushmore included the demolition of existing parking, realignment of SD Highway 244, and the construction of new parking tiers.

The parking complex consists of two three-level terraced parking ramps constructed of concrete and granite veneer; a central greenway between the two ramps; one main entrance with three fee collection booths and a circulation drive that makes a complete loop around the facility, branching off to several entrance and exit drives. Signal lights and signage guide traffic along smoothly. The structures provide 1,130 parking spaces.
