US Highway 16 is the major corridor linking Rapid City to the Black Hills region, its primary function being to convey traffic safely and efficiently. Over the years, development along the corridor and general growth of Rapid City have contributed to congestion along the highway, which spurred the need for an operational analysis and long-term access-management plan.

The purpose of the Study was to develop an plan that included recommendations to enhance safety and traffic operations within the corridor. The modifications FourFront recommended were developed using a system-wide approach.
