The Franklin Street reconstruction project encompassed the area between Franklin Street and West Boulevard to Mt. Rushmore Road. The project included water main, sanitary sewer main and storm sewer replacement. The project utilized the Downtown Drainage Basin Design Plan for sizing storm/sewer and for future compliance to the drainage plan. In addition, the drainage basin plan was used to verify that existing feature had been built to specifications outlined in the report. Franklin Street reconstruction also included asphalt pavement, concrete curb and gutter and sidewalk replacement.
